The wheel itself has not been working for a couple of years. It stands as a recognizable image of Dubai and the trendy Bluewaters area. The only good thing is that they didn't put a big screen with ads on top of the wheel. It is unclear how to evaluate it. So far it will be 3, and when it works and I will ride, I will change my rating :) UPD: The wheel is up and running. The view is absolutely stunning. I’m changing my rating — it’s truly worth it!
